Monitor and Forecast System for Airport and Network Operational Risk
Airport and airspace capacity prediction and live traffic-flow management — network-wide constraint forecasting, the NAS Flow dashboard of Ground Stops, GDPs, AFPs and EDCTs, and configurable operations dashboards.

A capacity shortfall at one airport becomes delay across the network. MANOR forecasts airport and airspace capacity together, shows the traffic-management initiatives in force right now, and gives each airport a dashboard of its own KPIs — so constraints, and the operational risk they create, are visible before they propagate.
Its live traffic-flow view, NAS Flow, shows Ground Stops, Ground Delay Programs, Airspace Flow Programs, reroutes, and EDCTs on an interactive U.S. map with NEXRAD radar, and explains why each program is in place. MANOR's capacity forecasting is being developed with NASA sponsorship.

Capabilities
Capacity, flow, and operations — forecast as a network
Capacity prediction
Airport arrival and departure capacity from weather, runway configuration, and infrastructure status; sector and flow capacity from weather and traffic.
Constraint and risk forecasting
Where demand will exceed capacity, and when, across the network — assessed for its operational risk and how it propagates between airports.
Traffic management initiatives
Active Ground Stops, Ground Delay Programs, Airspace Flow Programs, reroutes, MIT restrictions, and controlled flights (EDCTs), with airport configurations, arrival-fix demand, and system-wide delay.
Driving cause and what-if
Click a Ground Stop or GDP to see its driving cause (weather / volume / runway), the live METAR, and the affected carriers and fixes; test a program rate, window, or EDCT compression and see projected average and max delay.
Interactive US map
State outlines with Alaska/Hawaii insets, a live NEXRAD radar overlay, airport dots colored by constraint severity, and flow-constrained-area polygons.
Operations dashboards
Configurable real-time dashboards per airport and audience: operational and safety KPIs, runway, gate, and terminal utilization, and scheduled performance reporting.
Architecture
How it works
1 · Ingest
FAA SWIM TFMS messages (through Solace), METAR and NEXRAD, weather forecasts, traffic demand, and infrastructure status (including NOTAM-derived outages) are aggregated in Helios.
2 · Model
Capacity models for airports and airspace are combined into a network constraint and risk forecast; programs and controlled flights are tracked as they are issued, revised, and cancelled, and a queuing model supports what-if analysis.
3 · Deliver
The NAS Flow live map, forecast and KPI dashboards, reports, and APIs — the flow data cross-checked continuously against the FAA public status feed.

FAQ
Common questions
What happened to NAS Flow and Operations Dashboards?
Both are now part of MANOR: NAS Flow is its live traffic-flow view, and the operations dashboards are built on the same capacity and flow data.
How is access controlled?
By role, at the API layer. Every request to Helios passes through interceptors that check the caller’s role and scope before any data is returned, so the same rules apply whether the request comes from the application, an API client, or an integration. Nothing is governed inside the application itself.
